KAJIAN EFEKTIVITAS PEMBUDAYAAN PEMBINAAN IDEOLOGI PANCASILA TAHUN 2025: TEMUAN, EVALUASI, DAN REKOMENDASI STRATEGIS

Kajian ini bertujuan mengevaluasi efektivitas pembudayaan pembinaan ideologi Pancasila pada tahun 2025, menggunakan pendekatan deskriptif kuantitatif evaluatif dengan melibatkan 5.356 responden dari 18 provinsi dan 125 kabupaten/kota. Analisis dilakukan berdasarkan Model CIPP (Context, Input, Process, Product) oleh Daniel L. Stufflebeam (2003 & 2014), yang menekankan evaluasi berorientasi keputusan. Hasil penelitian menunjukkan efektivitas program secara keseluruhan sangat tinggi, mencapai indeks 85,33%. Analisis CIPP mengungkapkan bahwa program memiliki konteks (Context) yang kuat dan relevan secara nasional, serta proses (Process) pelaksanaan yang sangat efektif, ditandai oleh antusiasme dan partisipasi tinggi (>80%), kualitas fasilitator dan materi yang sangat baik (>85%). Dampak (Product) program juga signifikan, terlihat dari peningkatan pengetahuan dan pemahaman (>90%), dampak sosial positif terhadap toleransi dan persatuan (indeks tertinggi 86,31%), serta motivasi perubahan perilaku (>80%). Meskipun demikian, kajian mengidentifikasi celah pada komponen Input, di mana strategi komunikasi digital BPIP untuk menjangkau audiens pada tahap awal (awareness) dinilai belum optimal, dengan adanya mismatch antara preferensi media digital masyarakat (Instagram, TikTok, Facebook dominan) dengan tingkat interaksi pada kanal resmi BPIP yang masih rendah. Rekomendasi utama menekankan perlunya BPIP untuk mengoptimalkan strategi input digital guna memperluas jangkauan dan engagement awal, sambil terus mempertahankan dan memperkuat proses pelaksanaan program yang telah terbukti efektif. Hal ini memerlukan evaluasi berkelanjutan dan penyesuaian strategi adaptif agar Pancasila tetap relevan dan efektif di tengah dinamika perubahan. Pembatasan kajian meliputi sifat deskriptif kuantitatif, data berbasis persepsi, cakupan wilayah, dan keterbatasan instrumen kuesioner.
