PERAN DIPLOMASI PERTAHANAN DALAM PENGADAAN ALUTSISTA : STUDI KASUS PENGADAAN HELIKOPTER ANGKUT BERAT TNI

Pada tanggal 20 Juli 2016, Presiden Joko Widodo dalam amanatnya dalam Rapat Terbatas bidang pertahanan dan keamanan menegaskan agar kebijakan pengadaan alutsista TNI berdasarkan kebutuhan – bukan keinginan. Artikel ini mencoba mengelaborasi maksud dari amanat Presiden – dalam kerangka diplomasi pertahanan dengan menggunakan program pengadaan helikopter angkut berat di Kementerian Pertahanan sebagai studi kasusnya. Kasus itu menjelaskan amanat Presiden akan lebih efektif jika dilengkapi dengan dua prinsip tambahan, diplomasi pertahanan dan operasional.
