DIPLOMASI PERTAHANAN LAUT INDONESIA DALAM KONTEKS PERGESERAN GEOPOLITIK DI KAWASAN PADA MASA DEPAN

Dunia telah mengalami pergeseran Geopolitik di Laut Cina Selatan (LCS) dan Laut Cina Timur (LCT), serta Samudera Hindia. Dua kawasan ini menjadi perhatian dunia secara politik, ekonomi dan keamanan, serta menjadi perhatian geopolitik minyak. Khusus untuk Samudera Hindia, ketegangannya belum seperti di LCS/LCT. Di kawasan ini, Indonesia lebih menghadapi gangguan penyelundupan manusia dan tindakan kapal perang Australia yang melanggar wilayah. Hal ini diatasi dengan diplomasi secara lunak melalui protes diplomasi. Perkembangan diplomasi pertahanan termasuk diplomasi AL, sekarang dan ke depan semakin kompleks dalam kondisi damai dan perang. Dilaksanakan melalui Inisiatif pengaturan keamanan ASEAN melalui berbagai mekanisme diplomatik seperti ASEAN Ministrial Meeting, ASEAN Regional Forum, Shangrila Dialouge ASEAN + 1, dan ASEAN + 3. Di tingkat regional ditopang pilar-pilar TAC, Zopfan, Kawasan Bebas Nuklir Asia Tenggara, serta ASEAN Security Community serta beberapa dialog tingkat tinggi menteri pertahanan, panglima angkatan bersenjata, kelapa staf angkatan, asop dan asintel. Pembahasan dalam dialog ini masih tertuju pada isu-isu keamanan non-tradisional seperti terorisme, bencana alam, penyakit menular, keamanan pangan dan energi, perubahan iklim, perdagangan manusia, perdagangan senjata ilegal dan pembajakan. Kesemuanya akan bermakna bila disertai dengan Angakatan bersenjata yang kuat/sepadan.
