MODERNISASI ALUTSISTA TNI ANGKATAN LAUT PERIODE 2020-2029 SEBAGAI REALISASI KONSEP SEA POWER

Penelitian ini menganalisis bagaimana modernisasi alutsista Tentara Nasional Indonesia Angkatan Laut (TNI AL) periode 2020–2029 sebagai instrumen strategis dalam realisasi Sea Power, deterrence by denial, dan naval diplomacy Indonesia. Metode penelitian kualitatif sekuensial digunakan dengan mengintegrasikan analisis bibliometrik melalui perangkat VOSviewer untuk memetakan tren akademik serta analisis dokumen kualitatif terhadap laporan resmi, dokumen kebijakan, dan literatur terkait. Hasil penelitian menunjukkan bahwa program Minimum Essential Force (MEF) dan Optimum Essential Force (OEF) menjadi kerangka fundamental dalam transformasi postur TNI AL. Kombinasi antara pemenuhan kebutuhan minimum pada fase MEF dengan penekanan pada kualitas, combat readiness, dan optimalisasi aset pada fase OEF yang mencakup pengadaan fregat Brawijaya class, Balaputeradewa class, serta kapal selam telah memproyeksikan peningkatan kapabilitas TNI AL dari green water navy menuju blue water navy. Modernisasi ini secara signifikan meningkatkan kemampuan deterrence by denial melalui penguatan sistem sensor, radar, dan proyeksi daya tembak. Selain itu, peningkatan aset strategis ini memperluas ruang lingkup naval diplomacy Indonesia melalui latihan multilateral dan port visit. Implikasinya, realisasi Sea Power melalui modernisasi alutsista tidak hanya memperkuat pertahanan nasional tetapi juga memperkokoh pengaruh dan posisi tawar Indonesia dalam stabilitas keamanan kawasan Indo-Pasifik.
