ANCAMAN AKTUAL PENYELUNDUPAN IMIGRAN INDONESIA - AUSTRALIA DALAM PERSPEKTIF KEAMANAN NASIONAL

Ancaman aktual terhadap imigran gelap (illegal smuggling) merupakan bentuk ancaman non tradisional/nonmiliter, sudah lama menjadi perhatian serius antara pemerintah Indonesia dengan Australia. Namun, upaya untuk menanggulanginya selalu mendapat respon yang kurang diharapkan atau kinerja yang kurang optimal dan seimbang. Padahal, berbagai upaya secara intensif telah dilakukan. Baik dengan menegakkan atau membuat peraturan perundang-undangan terkait maupun membangun kerja sama antarnegara (bilateral-multilateral), kepolisian, dan badan/lembaga lainnya (nasional/internasional). Dalam perspektif keamanan nasional, adanya ancaman ini sudah sangat meresahkan dan merugikan kepentingan nasional Indonesia. Apalagi, dianggap menyangkut kepentingan pertahanan (kedaulatan negara). Perkembangan ke depan, untuk menghadapi kemungkinan terjadinya penyelundupan imigran gelap, dilakukan dengan peningkatan berbagai kemampuan baik sumber daya, sistem hukum maupun peningkatan kerja sama bilateral. Sehingga, ancaman dimaksud, dapat diminimalisir dalam rangka memperkuat visi sistem keamanan nasional yang memerlukan dukungan dari jajaran Kemenhan,TNI, Polri, dan kementerian dan kelembagaan.
